Pub Could Close Over Decking Row With Council

A local pub could be forced to shut its doors over a dispute about decking and a children’s play area.

It sounds minor… but for this pub, it could be the difference between staying open and closing for good.

A Fight Over Outdoor Space

The issue centres around the Castell y Bwch Inn, a well-known local pub that has built a strong following in the area.

The landlord is asking for permission to keep:

  • An outdoor decking area
  • A marquee space
  • A children’s play area

All of which have become a key part of how the pub operates.

The Council Dispute

Torfaen County Borough Council previously ruled that these features sit on land without the correct planning permission for food and drink use.

An enforcement notice was first issued in 2022, setting out what the council considers to be the correct operating boundaries.

Since then, the situation has been under review.

Strong Local Support

More than 3,000 people have signed a petition supporting the pub and its right to keep the outdoor space.

For many locals, this isn’t just about decking or a play park — it’s about keeping a community pub alive.

“We Could Be Forced to Close”

The landlord has made it clear that removing the outdoor areas would have a serious financial impact.

According to the planning application, restricting the pub to the boundaries defined by the council would make the business unsustainable.

In simple terms, losing that space could lead to closure.

A Complicated History

Part of the disagreement comes down to how the land has been used over time.

The application argues that:

  • Historical land use has not been fully considered
  • The defined boundaries are inconsistent
  • The site has been operating in different ways for decades

It highlights that the situation is far from straightforward.

Decision Still Pending

A revised application has now been submitted, including proposals for fencing around the decking area.

The council is currently reviewing the plans but has said it cannot comment further until a decision has been made.
